Poverty in Nepal

* 6.2 Various programs such as identification of poor households and distribution of identity cards have been conducted to reduce poverty and income inequality by preparing actual details of the poor people. By the end of the FY 2018/19, the population below the absolute poverty line was 18.7 percent, while it is estimated that such population is 15.1 percent to date. Also, the population living in multidimensional poverty is 17.4 percent.


* There appears to be high heterogeneity in multidimensional poverty across provinces. Among the province-wise population distribution, multidimensional poverty is highest in Karnali at 39.5 percent and lowest in Bagmati at 7.0 percent.


* Human Development Index of Nepal as per Human Development Report, 2021 has reached to 0.602. According to the report, Nepal ranks 143rd in the world ranking of human development. Due to the increasing investments in social sectors such as education, health, drinking water etc., the index of the social sector is gradually improving at an annual average of 1.34 percent from 1990 to 2021.

Economic Survey 2022/23



Poor Household Support Coordination Board, which constituted in 2069 (2012) with an objective to make easy the livelihood of poor family by providing basic privileges and facilities was liquidated in 2075 (2018), and the Board had identified 392 thousand poor families in 26 districts during 6 years period. Then after, the program run under Ministry of Land Management, Cooperatives & Poverty Alleviation has identified 223 thousand poor households in 23 districts and the work of data collection is going on in 28 remaining districts so as to identify poor households.

Fourth Nepal Living Standards Survey 2022-23 offers a mixed picture of poverty reduction over the past 12 years. The survey says the percent of people living below the poverty line declined from 25 percent to 20 percent of the population in the period.

Nepal recently revised its poverty line, which is now set at Rs 72,000. This is basically a way of saying that a person would need Rs 72,000 a year to meet their basic needs.

while the rate of poverty is 18.34 in urban areas, it is 24.66 percent in rural areas. In terms of provinces, Sudurpaschim has the highest poverty rate of 34.16 percent while Gandaki has the lowest, at 11.88 percent.
