HOW IMPROVE CIVIL SERVICE IN NEPAL?

Civil service jobs are recruited jobs for the government services. As the political changes in the country does not affect them, they are the main agents in smooth running of a country's governance. However, unrestricted activities and arbitrary use of their capacity are often the challenges. In some cases, civil servants are likely to benefit themselves in their official positions.
Some strong measures can be applied to the improvement of the civil service in Nepal:
* Requirement and implementation of Federal Civil Service Act: Requirement of the provisions to manage civil servants under the unified acts.
e.g. anomalies remain intact due to different recruitment process in the local and provincial level, after the new constitution
reformatory measures to interlink the civil servants within the different tiers of the government are necessary
* Recruitment and selection: Article 243, of the constitution specifies of the duty of Public Service Commission for the hiring process of the civil servants.
Use of AI and technology to quickly assess the candidates' capability, making the current progress more robust, eg Quick estimation of the required civil servants in the given FY.
Assessment of the candidates' analytical capacity, not limited to memory / retaining capacity.
* Identify honest and efficient civil servants: Rewarding policies, and ways to identify honest civil servants should be the priority.
e.g. ways to formally evaluate the civil servants, from the people using mobile applications based on their performance and attitudes
* Rearrangement of the government offices: necessity of the relocation of the major offices serving the people. eg. improve the urgency to go to the another district for any activities. utilize GIS based analysis the location of the offices based on the population
*zero tolerance for corruption: strong measures to reevaluate the civil servants financial status, and idenity any corruption activities, while implementing zero tolerance of any civil servants,
Commission for the Investigation of Abuse of Authority (CIAA) should be made politically free to make it independent of their actions.
Establish a whistleblower protection program to encourage reporting of corrupt practices.
* Training and Capacity Building: Continuous professional development ensures civil servants stay competent and motivated.
Mandatory Training Programs: Regular workshops on ethics, leadership, and new technologies.
International Best Practices: Collaborate with international bodies to adopt proven administrative practices.
Challenges remain as Nepal is still transitioning itself in the newer form of governance. It remains in the hand of the honest and hard working people to fully reform and transform its civil service operation in the count
